In reply to this I would say that the S. of S.
cannot reconcile the different descriptions of the sort
of coolie labour desired for Samoa, and that in practice
there is probably little, or no, difference between free and
indentured labour in 3amoa. The matter is now, however, of
academic interest and need not be pursued.
As to the Netherlands India, say that the S. of S.
has no desire to interfere with the system now esta-
blished and worked under proper safeguards for emigration
to those Islands, but as to any other Foreign countr
